Method
Each building permit filed in the last 90 days that names a contractor counts once for that firm; the firm is resolved to a company file where one exists, else counted by the name on the permit. Owner-builder permits are excluded. Trade sub-permits are excluded.
Georgia states the price on the transfer-tax form, not the deed, so sales carry parties without a price. Fulton records are owner-of-record only.
