Notice of commencement
A notice of commencement (NOC) is a document the property owner records with the county clerk before construction begins, as required by Florida's Construction Lien Law (section 713.13) for improvements over $5,000, a threshold raised from $2,500 on October 1, 2023. It names the owner, the contractor, the lender if there is one, and the surety, and it starts the clock on lien rights.
Why it matters for a lead
The NOC is Florida's start signal: it is recorded days before the first inspection and it names the lender and the general contractor on one page. Texas, Georgia, Tennessee and North Carolina have no equivalent.
