Flooring goes in late, so bid early: a DFW flooring contractor's playbook for renovation permits
Renovations and tenant build-outs of $500,000 and up across Fort Worth, Arlington, McKinney, Grand Prairie and Prosper, with the contractor named. How a flooring sub reads them, when flooring gets bought, who to call, and this month's live list.
Flooring is one of the last trades on a job, and one of the first a general contractor buys out. By the time the floors go in, the sub was picked months ago. The renovation permit is where that decision starts, and in Fort Worth it names the contractor making it.
This is the method we would use as a flooring contractor in DFW, and the list Groundbreak builds from it each morning.
The signal
A building permit for an alteration, a tenant build-out or a change of use on a commercial or multifamily building. Each one is interior work with a contractor already hired: new floors in a clinic, an office floor stripped to the slab, an apartment community renovating its units, a convention center phase.
New construction matters too, but on a timeline of a year or more. Renovations are the work you can bid this quarter.
What the record tells you
- The work and the use. Groundbreak classifies the permit's description: renovation, build-out or change of use, and whether it is office, retail, medical, multifamily or mixed use.
- The value. The job value the applicant declared. Every DFW permit on this list is $500,000 or more.
- The contractor. Named on every Fort Worth portal permit with a phone, and on most McKinney permits.
- The owner. On most Fort Worth portal permits. On a multifamily renovation the owner or its management company often specifies the finish.
When to call
At the permit. On a build-out, the GC prices flooring with the other finishes before the walls go up, and a flooring sub who arrives at paint is quoting against a number already in the contract. Miami's trade permit data, the one market where we can time the finish trades, puts drywall a median of 496 days after the master permit on new buildings. On a renovation everything is compressed, but the order is the same: the buyout comes long before the install.
Who to ask for
- The GC's estimator or project manager on that job. The contractor is on the permit.
- The owner or property manager on multifamily and owner-occupied renovations. They often pick the product, and sometimes the installer.
- The architect or interior designer, when the project file names one, for spec work on offices and medical.
What to say
Saw the renovation permit at [the address] filed on [the date]. We install commercial and multifamily flooring across DFW and can price it off the finish schedule this week. Who is buying out the finishes?
What Groundbreak shows in DFW, and what it does not
Shows: permits of $500,000 and up from Fort Worth (the permit portal with contractor, owner and phone, and the city's daily feed with the value), Arlington, Grand Prairie, McKinney and Prosper. Zoning cases in Fort Worth. Deeds of trust with the lender and borrower named across Dallas, Tarrant, Collin and Denton counties.
Does not show: City of Dallas permits, which are not published with a value or a contractor. Permits under $500,000. A sale price or a loan amount, which Texas does not disclose. Notices of commencement, which Texas does not record.
The DFW deeds of trust guide covers the loan side. The list below is this playbook run on the last 30 days.

Questions
- Is Dallas on this list?
- Not through permits. The City of Dallas publishes no permit feed with a job value or a contractor, so Dallas jobs reach Groundbreak through zoning cases, deeds of trust and the appraisal roll instead. The permits come from Fort Worth, Arlington, McKinney, Grand Prairie and Prosper.
- Why only jobs of $500,000 and up?
- The DFW permit sources are read with a $500,000 floor, so a $200,000 suite refresh will not appear. The path itself starts at $100,000, which matters in markets that publish smaller jobs.
- When does flooring get bought on a renovation?
- In the back half of the job, after the walls are closed and painted. On a tenant build-out that is weeks after the permit; on a full renovation of an apartment community it can be months. Either way the GC usually buys out the flooring early, which is why the call belongs at the permit.
- Who is named on a DFW permit?
- The Fort Worth permit portal names the contractor and carries a phone on every record, and the owner on most. McKinney names the contractor on most permits. Arlington and Fort Worth's open data feed carry the job and its value without a phone.
